Do You Need a Permit to Build a Dock on Lake Conroe?
Yes. Any dock, pier, boathouse, boat lift, or floating platform on Lake Conroe requires an SJRA permit. Lake Conroe is owned by the City of Houston and managed by the San Jacinto River Authority, which regulates all lakeside construction. There are no exceptions for small docks, “temporary” structures, or structures that were “always there.”
Does a Bulkhead on Lake Conroe Require a Permit?
Yes. Bulkheads (seawalls), retaining walls at the waterline, and shoreline riprap all require SJRA permits when they affect the lake’s shoreline below the normal pool elevation of 201 feet MSL. Even replacing an existing bulkhead in the same footprint requires a permit.
