The San Jacinto River Authority (SJRA) is the state agency that manages Lake Conroe and regulates all lakeside construction. How to Apply for an SJRA Dock or Bulkhead Permit

The SJRA permit application process for residential docks and bulkheads involves several steps:

Step 1: Obtain a Survey


You’ll need a current survey showing your property boundary, the normal pool elevation line, and the proposed structure location. The survey must be prepared by a licensed Texas surveyor.

Step 2: Prepare Construction Plans


The SJRA requires dimensioned plans showing the proposed structure from multiple views. For docks and boathouses, this includes a site plan, elevation drawings, and material specifications. Step 3: Submit Application and Pay Fee


Applications are submitted to the SJRA Water Resources Division. There is an application fee that varies by structure type. The SJRA may request revisions to the plans before issuing approval.

Step 4: Wait for Review and Approval


In G&C’s experience, the SJRA processes standard residential dock and bulkhead permits in 2-5 business days after a complete application is received. One important prerequisite: many Lake Conroe communities require HOA approval before the SJRA will review your application, and HOA timelines vary by community. Plan for approximately 10 days total on average when both approvals are needed. The SJRA can reject applications that don’t meet their standards or that would impact navigation or neighboring properties.

SJRA Permit Lake Conroe Dock and Boathouse Size Restrictions

The SJRA limits dock size based on water depth, lot width, and the navigable channel. Key restrictions include:

  • Length: Docks may not extend more than a specified distance into the lake from the shoreline. The limit varies by location and is tied to the channel setback.
  • Width: Dock width is generally limited to a percentage of your waterfront lot width.
  • Height: Boathouse roof height is restricted to protect sight lines and navigation.
  • Setbacks: Structures must maintain setbacks from neighboring property lines, typically 5-10 feet each side.
